Red Cross Assists Hamas in Search for Remains of Israeli Hostages in Gaza

A Red Cross official stated that its representatives accompanied members of Hamas into zones of the Gaza Strip currently controlled by IDF control to facilitate the hunt for the remains of individuals held captive.

Ceasefire Agreements and Captive Bodies Handover

As part of the US-brokered ceasefire, which took effect on 10 October, Hamas is obligated to hand over the remains of all Israeli hostages as soon as possible. As a reciprocal measure, the Israeli government has consented to transfer the remains of 15 Palestinians for every Israeli body returned.

Hamas has to date handed back the bodies of 15 of those taken hostage but none in the last five days, as some of those remains are thought to be in locations beyond the yellow line marking the temporary truce line.

Red Cross Involvement as Neutral Intermediary

“Upon the appeal of the involved sides, the Red Cross accompanied a participant in the hostilities as the group searched for the bodies of the deceased beyond the military-established ‘yellow line’,” stated a spokesperson for the committee.

She continued: “Those involved to the conflict determined the procedures of the mission and delegated the Red Cross to act as a neutral intermediary. We was had no part in the discussions.”

The official further explained: “The ICRC was did not participate in the physical hunt for the deceased nor does it engage in the retrieval of remains.”

US Demand and Regional Search Efforts

On Saturday, the American leader delivered a 48-hour ultimatum to the organization. “Hamas is going to have to begin handing over the bodies of the hostages who died, including two Americans, promptly, or the other countries involved in this significant truce will take action,” he wrote on his online channel.

When the 48-hour deadline approached, the group, joined by the Red Cross, joined teams from Egypt, who were granted permission by Israeli authorities to search for remains past the line marking the Israeli military’s pullback inside the territory. An official representative said the Egyptian team would use heavy machinery and vehicles in the search.

This development was supported by an source within Israel, who told local press that Hamas representatives had been permitted to enter areas of the region under Israel Defense Forces (IDF) control to search for the remains of captives, together with Egypt’s and Red Cross teams.

“For this purpose, Hamas members were permitted to pass the yellow line,” the official was quoted as stating.

Footage released by a media outlet appeared to show members of a specialized group – part of the organization’s military wing tasked with guarding hostages – escorting a humanitarian transport in a specific location near Rafah, which is beyond Israeli military control.

Difficulties in Locating Hostage Remains

Efforts to locate for the bodies of individuals taken captive has become one of the most sensitive issues in the truce reached between the two sides. Yet, the attempt to find the remains has been difficult from the outset, given the presence of an estimated 60m tonnes of debris across the territory, where, as per local health authorities, at least 10,000 Palestinians are recorded as unaccounted for, buried under the rubble.

Diverging Claims on Remains Whereabouts

The group has stated it does not know the precise whereabouts of all the bodies, saying it has lost contact with several of its units that had been detaining the hostages and were allegedly killed during Israeli bombardments.

However, an official representative asserted that the organization knew the whereabouts of the remains. “If Hamas exerted greater effort, they would be able to recover the bodies of our hostages,” the spokesperson said.

US Stance and Weapons Surrender Discussions

Although the US president has acknowledged that some of the bodies are difficult to reach, he said that “the rest they can hand over immediately and, for unknown reasons, they are failing to do so.”

The US administration has said it has obtained assurances from the organization that the faction will surrender its arms, though no clear timeline has been established. They remains hesitant to give up its arms without firm guarantees about the future of its members.
