This represented a carefully worded statement, attributing harm not to Brexit itself but to its execution; faulting the politicians who negotiated it, not the voters who endorsed it. This distinction is essential when the financial plan is presented soon. The aim is to assign some fiscal difficulties to the deal negotiated by Boris Johnson without seeming to disrespect the aspirations of leave voters.
